Bislang fehlte es in Deutschland an juristischen Online-Journals, die nach Open Access-Prinzipien organisiert und verbreitet werden. Vor diesem Hintergrund haben Prof. Dr. Thomas Dreier, Karlsruhe, Prof. Dr. Gerald Spindler, Göttingen und der Lehrstuhl Prof. Metzger im Jahr 2008 einen Antrag an die Deutsche Forschungsgemeinschaft auf eine Sachbeihilfe für die Einrichtung eines Journals zu den Bereichen Geistiges Eigentum, Informationstechnologie- und E-Commerce-Recht gestellt, welcher im Februar 2009 positiv beschieden wurde. Das Journal wurde Mitte März 2010 auf einer internationalen Konferenz an der Leibniz Universität Hannover „gelauncht“. CLIP und ILA - Intellectual Property in the Conflict of Laws

Das Projekt „Intellectual Property in the Conflict of Laws“ ist aus einer seit dem Jahr 2004 bestehenden Kooperation des Hamburger Max-Planck-Instituts für ausländisches und internationales Privatrecht und dem Münchener Max-Planck-Institut für Immaterialgüter- und Wettbewerbsrecht hervorgegangen. Hierzu wurde die internationale Arbeitsgruppe „European Max-Planck-Group for Conflict of Laws in Intellectual Property (CLIP)“ ins Leben gerufen, die sich aus 13 Wissenschaftlern aus sieben Nationen zusammensetzt. Der Lehrstuhl ist durch Prof. Metzger beteiligt. Die Arbeitsgruppe hat seitdem 17 Arbeitstreffen und zwei Konferenzen abgehalten und hat die Sammlung von Prinzipien 2011 abgeschlossen. Opinion of European Academics on ACTA

Das Anti-Counterfeiting Trade Agreement stellt einen neuen Staatsvertrag über die Durchsetzung geistiger Eigentumsrechte dar, welcher von den führenden Industrienationen seit 2007 verhandelt wurde und schließlich im Dezember 2010 verabschiedet wurde. Der Vertragstext und die intransparente Verhandlungsführung haben zu massiver Kritik seitens internationaler NGOs und des Europäischen Parlaments geführt. Der Lehrstuhl hat eine „Opinion of European Academics on ACTA“ koordiniert und teilweise verfasst, welche die wesentlichen Kritikpunkt aus rechtswissenschaftlicher Sicht zusammenfasst. Die Opinion wurde von über 20 Urheberrechtsprofessoren aus allen Teilen Europas unterzeichnet und an die europäischen Institutionen gesandt. Die europäische Kommission hat auf die Opinion mit einer detaillierten Stellungnahme reagiert. Mittlerweile liegen weitere Studien vor, die sich in den zentralen Punkten auf die Opinion stützen. Im europäischen Parlament beginnt in diesen Wochen die Ausschussarbeit. Der Rechtsausschuss des Bundestages hatte Prof. Metzger am 14.12.2011 als Experten im Rahmen eines erweiterten Berichterstattergesprächs geladen.
